It controls its interests in multiple countries.
It, and only it, makes the rules.
Area and country organizations to govern the same areas must subordinate themselves to the Empire, and may only govern to the extent the Empire permits.
If you're not part of the Empire, you're generally regarded as too uncivilized or too poor to be worth its trouble.
Literally incomprehensible amounts of money the Empire did little or nothing to create flow through its hands, with a remarkably reasonable nick.
The refreshing parts of the Empire of FIFA are. . .
It never took a hectare of land by force.
It never took a microgram of gold that wasn't given to it freely by subordinate states.
Countries are willing and anxious to spent tonnes of gold and endless labor to get in. Threat of expulsion is an instant national emergency.
