Wasn't this a line that Russia wasn't suppose to cross>
Russia is also now using cluster munitions on civilians. But then again, since Putin has taken over in Russia he's proved that his military is unstoppable when it comes to indiscriminately bombing and shelling civilians. Against another army, well Russia has showed in both Chechnya and Ukraine that their military is pathetic at best.
